1. During the period of martial law and during wartime, citizens of the Republic of Kazakhstan have the right to voluntarily participate in carrying out territorial defense measures by joining self-defense formations in accordance with the rules of preparation and conduct of territorial defense of the Republic of Kazakhstan.

The enlistment of citizens of the Republic of Kazakhstan as volunteers in self-defense formations is not a reason for exemption from conscription.

2. Citizens of the Republic of Kazakhstan during the period of mobilization and martial law, as well as during wartime, are involved in the performance of territorial defense tasks.

During the period of mobilization, martial law and wartime, citizens of the Republic of Kazakhstan take part in defense activities, eliminate the consequences of the use of weapons by the enemy, restore damaged, destroyed facilities, and life support systems for the population.

3. Citizens of the Republic of Kazakhstan and other individuals are obliged to provide land plots, buildings, structures, vehicles and other property owned by them during the period of mobilization, martial law and during wartime for the needs of territorial defense, followed by equivalent compensation by the state for their value in accordance with the procedure determined by the Government of the Republic of Kazakhstan.

4. Citizens of the Republic of Kazakhstan who are on military registration, from the moment of the announcement of mobilization, the introduction of martial law, as well as during wartime, travel outside the settlement on the basis of the written permission of the relevant head of the local military administration body.

This Law regulates public relations in the field of territorial defense of the Republic of Kazakhstan.
